You know, I kinda like this version of Roy. Yes, it's an easy out... but this guy goes a long way towards explaining how this relationship lasted so long in the first place. Not a bad guy, and probably not a terrible partner for a good chunk of it, but a guy whose interest in Pam has faded just like hers has in him, and who is content with the way things are and more going along with things as they are just like Pam is.

I became quite the Roy apologist over the years. He was not an ogre. Just profoundly wrong for Pam, a situation which brought out his worst.
So I made it super easy on all of them!

(I've wondered that myself, and the reason I came up with is that Roy is way too confident in Pam's love for him that he doesn't even think he has to fight for her)
